Question:
1- I want to make site with Cms , What kind of Cms can i use to make this site?
2- What is the name or category for this type of sites(E-commerce, Design agency, ...) so i can search for free templates.
3- the example site www(Dot)orbitalnets(Dot)com is it designed by Wordpress?

You can get this done from sites like Elance, and recommend you use Wordpress. It will make your life easier.

Use Wordpress, buy a theme from Themeforest and watch Youtube videos/use Google to learn how to set everything up the way you want it. Also, it seems like you have a long way to go before you can sell your own web design service.
