It's different services.
With Polarshark you check thoroughly one link, make On-page optimization and get a template of google reconsideration request. With LinkQuidator, as I know, you get number of links that you can check and distribute them on any of the links.

Penguin and Panda are algorithmic right, so why would you need to raise a reconsideration request?

I don't have a manual penalty on my site, but think I have been affected by Penguin or Panda - is your service still right for me?

If you don't have a manual penalty, then you are not under the filter. If your positions fell very heavily, perhaps you are under a Panda algorithm. From Panda is very difficult to recover the site.
Also, if you don't have an email from Google team, that you are under a penalty, then you are clean.
