If you know how to use it, yes. Content is one important part. Scraping is another, aswell as not leaving footprints.

This qeustion you see nearly everyday posted on BHW (maybe with scrapebox or something). But the answer depends, do you know what youre doing or not? If yes sure then it is worth it but thats with almost every SEO tool. If you have no idea you'd better outsource it on services or something.
