Which one to use - T Mobile usb or VPS that actually works

Does the tmobile usb stick actually give you a new ip every time you plug it and and activate it?

VPS would work for me easier I would think but reading that many cheaper VPS repeat numbers and ebay and paypal catches them all of the time. Anyone know of a very good VPS provider who wont get me banned for using an ip that has been attached to someone elses banned account?

verizon prepaid works well. my tmobile 4g doesn't' give new ips everytime, just randomly. when i had the 3g version it gave new ips every time. you can also get a mobile hotspot, those have worked well for me in the past.

what about mac spoofing your router?

I have t mobile so that is why I thought of them. Do you have to have an account with verizon to use their usb for different ips?
I changed my mac address several times, unplug the router/modem and get a lot of repeat numbers and it got old so I am looking for a new way to connect and get different ips. Thank you by the way for your help.
