I need help making a burnout laptop

Hey BHW, I need some help, maybe in understanding something. I'm getting a new laptop soon, but I'm not getting rid of my old one because its still in pretty good shape so I'm deciding to make it like a burnout, since I've been a bit naughty on it anyway. I know how to reroute my IP, but I was wondering if I really wanted to make it lose trace of me, will rerouting it like 4-5 times help any? I'm sure I can get a few good IP addresses to use, so I'm asking, if I reroute my laptop several times, would that make me more anonymous online, or would it even matter? And if it doesn't matter, would it be just as effective if I just reroute my IP and use a VPN?

Also, if I create a website on this rerouted laptop, would the logs trace back to the new IP or back to me? (of course, assuming that I don't use my personal payment details)

Sorry guys for any misunderstandings. What I want to know is:

is changing my IP several times more effective than changing it once and using a VPN, or not?

Also, once I am using the new IP, and i create a website with different payment details than mine, can the site be traced back to me?
