@Grindhouse - Yeahp. Used this recently. I paid for the "Address Verification" document (for $30) on Monday. And earlier today, I got the scanned copy of the utility bill. I opened my PayPal account just 5 minutes ago, and VIOLA! The limit has been lifted.

Secondeye is now my Go-To-Guy for anything PayPal related. You rock man!
