Facebook importing emails question.

Did someone creates facebook fanpages with importing valid emails?

I'm triying to import valid,extracted from facebook emails and id's but facebook always bannes me.
I think that the problem is that i'm from Ukraine,and i'm trying to import friends or fans from USA and other countries..
So what i've got to do? Maybe pick USA proxy? And will it works with old account? Or i need to create new,with proxy,set up USA county,and then add friends/fans?

are you sure this is dead? i did it the other day and got sucessful requests when i sent to my friends emails

I just did this yesterday with 30ish email addresses? Why should it be gone? No ban so far either...
