We need help selling ad space on our moving center. We currently have over 10,000 viewers monthly visiting our ILS for apartment seeking help. We charge $75 to $250 a month for banner or link space. We will pay you 100% commission for each ad that you sell.

i think you get it wrong.
as far as i understand he does not look for websites where he can place his banner.
he is looking for sales persons who can generate sales for ad space on his website

I believe you have not expressed yourself correctly, however, I would like to verify this.
By what you said, you are saying that you want people to sell advert space on your page at xxx price/month. You are also saying that you will pay 100% commission from each ad sold. Does this mean that if I sell an ad space of $250 I receive $250?
