It's perfectly legal to sell game keys, it's exactly the same as selling the physical version.
You should get scans of the original keys if you buy them from a decent supplier.

I made some nice coin a few years back on Ebay selling beta keys. At the time the game company it self was giving out beta keys by just entering a unique email on the site. Paid outsource worker around $20 to scrape thousands of keys before they ran out. Sold them on ebay and made thousands. Account got suspended a few times but was reinstated each time.

2. OP will likely not tell you where to get bulk keys

Method is a difficult w/o the keys.

You could always content lock and monetize keys on a sites like CPA Lead but they will ban you if people report you for the keys not being LEGIT!
