What can I do about scammers?

I was scammed earlier this month by a user on BHW who no longer is present. I won't disclose any names, he/she handed the money back after I threatened to sue him (was probably a little kid trying to make a buck).

In actuality, I don't even know if I could sue him. I wanted him to send a couple thousand Twitter followers over my way, and a shoutout, but he did not complete either, and he wanted cash first, so I gave it to him.

If the seller doesn't deliver, what can I do about it through PayPal that has a CC + Bank Account attached? Is there really anything I can do about it since the services he/she was offering Twitter services that are not technically speaking, legal.

All help appreciated, just wanted to know in case I did get scammed in the future. I trust this forum, but some of the people here are rotten, and there will always be a few of these people.

First, if it was a legit digital product then you just need to open a complaint in PayPal. But these twitter followere, likes, views etc are against TOS so they won't be able to help you much. Best advice would be to stick to sellers you know and trust :)

As long as its a legit item, paypal almost always sides with buyer.

What if it's not? Like a Twitter followers service?
 
Just do a little background check on the people you will buy from.

Background check doesn't mean check if he has lots of rep on BHW, but rather check his previous posts, type his username in Google, etc... the thing is you can't be 100% sure you will not be scammed, you just need to minimize risks.

Yes you can do something legally to him. Break both his legs and you'll get only 7 years. Or don't buy anything illegal. Or ask a lawyer, Or...
