I know for a fact Newelly isn't a scammer, I have worked with him many times, Hes a great designer and has went above and beyond for every project I have had him done, referred him to many people who say the sames things.

I was just suggesting a scenario of why you haven't had this job complete.
Plus, from the example you provided, we are not really sure what your expectations are.
I suggest you download WinHTTrack Website Copier and code the PHP yourself to get what you want, or you could specify in detail what functionality you desire.
