It's not all about the quantity of emails you gather, you can scrape thousands from the internet, but these people will be very untargeted, and most people these days are almost immune to spammy sales emails.
If you're serious about bilding a list, build some kind of free resource in whatever niche it is you're interested in, provide VALUE, then offer something mindblowingly awesome for free, in exchange for an optin. This way you have a list of targeted followers who trust you.

That is very good idea. I wonder how to do this.
Also look to people who have in-house high quality lists already that will mail for you for a fee. Or try Solo ads to promote a squeeze page of yours offering a bribe. Better to email 1,000 quality emails than 100,000 junk emails. What niche are you going for?
Have you tried PPC ads with customized location appearance? The ads itself will have to be customized too, using local slang greeting, using landmark that familiar with that location as the background picture, and something unique that will make anyone from area interested.
