You would have to most likely, build up a trust level on the paypal account.
Probably little amounts at a time.

Sending a mass payment or large sum may cause it to get limited.

If yes than it will solve thousand of people issue.
For example in Pak we don't have paypal facility and than we can receive payments through paypal in payza. Please confirm it.
