11.000 are from russia and others from other countries

Just the listed ones.
That's very odd. Please check back now. You will get all the views purchased, there's nothing to worry about with that and sometimes it takes a bit of time for the detailed analytics to accurately update.

It doesn't matter how long the video is, you will get 70-100% retention regardless.

As I responded to you via PM, views are working just fine, the smaller the country, the less traffic there is and the longer it takes to deliver to those orders. Your views are still coming in, just slower than our other views.
