i think best contest is uploaded in Facebook you must create contest page in fb..and also share as more as possible.. sometimes you will not choose a perfect picture and winning picture was not taken by the user..
might be possible..

But I am looking for an answer from someone who has experience with this. For example - I know WooBox offers some features. But what is the best out there? And must it be hosted on my site vs. on Facebook?

The best one is Top tab App (you can google it), it's build specifically for voting and sharing pics, it supports full integration with FB page, mobile access and it's pretty flexible in terms of design and usage.
