I've done a lot of looking, so not asking to be spoonfed.
But what's the cheapest, and more importantly for me safest SEO services either here in the forums or on Fiverr or something?
Any help appreciated, thank you.

I wouldn't be looking for the cheapest services if safety was important to me, you get what you pay for bud. If you've done a lot of looking you'd have come by the endless amount of threads that contain reviews about the quality of service. Look again.

Whitehat and cheap do not come together well. Take my advice and go blackhat - you'll save yourself a lot of time and money and you'll rank 10 times faster than those "whitehat" gurus.

take my advice and don't go blackhat if you want to start a serious business. and if you want a good whitehat service - forget the cheap aspect. there are companys like "distilled" which should be good.

Sweet - so what kind of whitey awesomeness are they going to do for me ?

I have a 48 year old 2nd generation insurance agency in so cal. I want to rank for stuff like - Life insurance - long term care insurance - professional liability - auto insurance california.

got face book fanpages - twitter shit - instagram - social media horseshit - linked in profiles ... ad nauseum. Youtube channel and videos blah blah blah. [ tangible traffic for all the ipad giveaways and special tweet promos and like us and win bullshit = Phuuuuhhhhck All ... ]

just blast the site with a million links, that should do it!

Promote your business in the local area, get local citations, get back-links from related industry and local entities, do some very high quality 2.0's, create press releases, sponsor local events, create a pad submission, set up authorship, set up a blog, create white papers and info graphics.....

In other words, real local SEO.

Do you maintain a mailing list of your customers and communicate with them regularly?

Are you doing with all this social media shit, or just have the accounts? Do your customer participate in any of the real estate groups in social media?
