Need help picking which SEO tool to buy, which is the BEST?

Hello, I'm quite new to SEO and therefore, haven't had much experience ranking sites.
Right now, I'm focussed on learning tiered backlinking and using this type of linkbuilding
to rank my sites. My question is, what's the tool or maybe the best combo (2 tools) out right now?
I'm trying to spend $400 at the most of tools and I figure that would get me 1 maybe 2 tools
but I don't know what's the best/most useful at the moment. So out of the usual tools (gsa.
scrapebox, UD, etc etc) which should I pick up ?

Gsa, Scrapebox,BMD Senuke XCR and Xrumer you don't have to spend too much on these tools just get a monthly plan on a vps where all these tolls will be available it will cost you like 70 or some more and learn these tools after that you can buy them for lifetime license. I am also running these tools on a vps.
