1- What does the advanced keyword research include?
We will pull the keyword lists from 3-10 top competitors for each keyword and cull through the list for the best opportunities of and combination of keywords based on Commercial intent of that keyword + CPC/Traffic/Competition. The seed keyword list is typically in the hundreds or thousands for each keyword researched.
2- In regards of On page Optimization. If the Clients do not speak English, will I be taking care of the On-Page Optimization? How will this be dealt?
Nobody on staff speaks Spanish....without an in house content writer and webmaster for meta descriptions and H1-H3 for example, it's not feasible.
3- Social signals:
3.1- When it says fb likes/shares, does it mean the website will be liked/shared or does it refer to a fan page where the website is featured?
3.2- Same thing for the group posts.
3.3- Page updates? Does it refer to the fan page? How is it going to be done in non-English language? What are the updates going to be about? If the company has a Facebook page already, are you going to need access or will you create a parallel one?

3.5- The rest of the social signals, do they refer to sharing the website link?
3.6- Instagram followers, are you creating an independent profile for the company?

4- Forum Posts for signature links: will it be account(s) posting in a forum and using the link in the signature or posting the link into different threads?
Both - we progress through the months building accounts from scratch and based on forum rules we may or may not have a signature link, and we may wait for x number of posts to share your link. Our services are designed to build upon the marketing each month that we are creating for you.
5- Press Release Submissions. If dealing with non-English speakers, are these PRs going to be created in English and submitted to English Sites? How is that going to help the traffic for the clients? Will it solely have a SEO purpose rather than SEO+Traffic?
6- Social network Profile creation: pretty much same thing as the above. Is the content going to be written in English? How will the client benefit from this at all?
7- Q&A Sites: as far as I understand, they are a traffic goldmine, however, I fail to imagine any traffic coming from Q&A written in English for a non-English site.
8- Directory Submissions: solely SEO purpose? Same as above, if in English, how will non-English benefit?
9- Specialty Links: same thing
For Questions 5-9: Refer to my initial comments the answer is bolded on #5 as well.
All in all, I see your packages both amazing for SEO and to drive natural traffic, however, my main concern is how will this benefit a non-English site, as I would not imagine relevant traffic visiting the website.
Traffic will come for your keywords when we get you ranking - unfortunately if we are working on a Spanish site in English your concerns above are accurate.
