If anyone says they can guarantee you a #1 position - REGARDLESS of the competition is trouble. Nobody controls what Google does, and nobody, regardless of what they will tell you can make any sort of promise.

Seriously, you are asking for trouble - might want to rephrase that questions to "looking for quality SEO providers" - either way, be prepared to weed through a lot of crap. Be careful is all I will say.
