Let's say you have a video with views from SYTV and U2B Views, poor quality, ranked on 12 page or something, low retention etc.If you start buying quality views, likes , subs etc. can it climb back to high pages?

And in what case Youtube may Punish you dropping your videos except from views/likes/comm/favs/subs. I mean, youtube can drop the rank of your videos because your youtube account was made in USA and used on Romania, or made with proxies for example?

you also need other stuff try building some backlinks to your video. and yes likes favourites will help you in the ranking.

You can always get a video ranked, you can see videos being removed from page 1 so it's obvious that u too can get there

Yes I have ranked a video from page 7 to 1 and it was 2 years old! Its quite simple! Just feed retention views and likes and comments and make sure its been backlinked well!
