PR4 & PR5 with DA = 30+ are not possible but we can give DA = 10+

In terms of domain authority you mention 10+, do you have some around 20 ?

Average backlinks will be 100-200+ based on majestic seo.
DA will be little more than 10 and not near 20. But rarely we get 20 or 30 DA PR4 domains.
