I appreciate your post. Love to see some interesting conversations rather than journey and lounge threads. At the same time, there's a lot of difference between news articles and ordinary sites.
The articles that you see on news pages/sites are called syndicated content and is totally different from duplicate content. Pages with duplicate contents definitely gets hit by PANDA Algorithm. If the OP took the articles from competitors/ezine and rewrites it, that's a different story. I'd like to hear more about your thoughts on why and how you say it as not duplicate content.
You are correct when you say that it is distributed content.
As far as SEO goes, duplicate content ONLY exists when the same content is presented in multiple places on the same website.
If you have copied content from anywhere and put in only on one page of your site, it is not duplicate content. It is syndicated, or distributed content.
Everyone knows that the more pages your site has, the better it is for SEO.
The penalty is designed to prevent people from simply duplicating a page, and adding new titles and desc,, and counting that as a content page for their site. (Make one page about SEO, copy it X times, change titles and descriptions, have the same content target "SEO", "search engine optimization", "optimize websites" "webnsite optimization', 'Website SEO", SEO for websites", ad nauseium., and end up with a 100 page website with exactly one page of content.
You could add 100 pages to your site for SEO purposes that essentially say the same thing, and get SEO juice from them.
It used to be a real problem, like building tiers is becoming today.. (IMO, building tiers of backlinks will be the death of backlinks influence in the algo in the near future.)
Since the penalty was introduced, the problem usually exists because of failing to forward the www (or non www) address to the other (in which case google will see two of each page.), or in e-commerce pages where colors and sizes create duplicate pages because all the rest of the content is the same (use canonization to stop this), or when WP screws you over because you do not have it set right, and creates duplicate URL's for the same page (You set your link structure to "...category/postname", then put your auction notice in the "auctions" category, and also in the "upcoming events" category, but forget to tell the search engines which is cannon. You end up up with two URL's pointing to the same page, .../auctions/postname, and .../upcoming events/posrtname)

Thanks, but I am not just talking about attribution here.
I just used the news sites as an example. You can take almost any piece of PLR, and do a search for a section of text and you will find hundreds, even thousands of websites with that content on them. Article Marketing, while having lost its luster, still allows you to use someone else's content on your website, without a penalty.
This very forum has many posts where people are claiming that someone used their content on a new site and the new site is outranking the site with the original content.
These conditions simply cannot exist if the duplicate content penalty like you describe existed.
I am not going to say that this content is always quality, or that you should not strive for both originality and quality, but you do not incur a penalty for using someone else's
content.
Unless, of course, they sue.
