Access Free Interet Using Open Ports + Freesite + VPN ???

I'm using a 3g modem to access internet and um really fed up with limited access. In this thread, http://www.blackhatworld.com/blackhat-seo/proxies/545816-what-software-use-find-open-ports-isp.html I have seen there is a way to access internet free using free ports of ISP's IP. Can anyone please tell me how to do it? I already downloaded nmap n scanned my IP but I dont know how to do it... I searched on google for few hours without any success...

scan for opened ports and when you get a port, buy a private proxy and ask that the proxy to be with the port you have found opened ...
