If I am not mistaken, you can apply for the YT Partner program whenever you want to. You just have to be located in one of the accepted countries, that's it.

I also did that.
I can put advertisements on my videos, but I cant make the banner on my channel. (sry im a newbie^^)
And can you please tell me what qll is/means?

I believe you can put the banner when using the new YouTube channel layout, can't you?

In the old days only users with the full partnership program were able to put banners on their channel page.
and what should I boost to get the full partnership
