If I GeoTarget my website for the United Kingdom using Google's Webmaster Tools, would this affect my Backlinks coming in from other regions like Russia?

In other words would Google think it strange that I am based in the United Kingdom and have Backlinks originating from Russia/'Crazy Links of SAPE'?
