The story is i'm 14 years old and got a fair amount of cash in my paypal, i purchased something but the seller never provided. I tried getting a refund legit, but failed, so as a last resort i charged back as unauthorized. Paypal have refunded but my account is now limited and this is what they are asking for:

Being 14 this poses a problem, i used legitimate information and stuff from the UK but i can't provide any of this. So i figured i am going to have to forge something, but what is easiest?
I don't think a driving licence would be too hard but i wan't your opinion first.

you search here some people providing photoshoped fake docs on BHW.
The thing is they are probably going to want payment which i cannot provide due to the fact that i am limited

Yes, that's the typical outcome when you lose a dispute and file a chargeback. Unless it's a significant about a money I never recommend filing a chargeback after losing a dispute.

Now the bad news; you might send them all these documents and still end up without a PayPal account. Good luck!

yes, there is a member on here, I think his username is "secondeye". he provides a service to unlimit paypal accounts.

You could also just photoshop an invoice or something if this is what they want for "proof of address"

Have the seller send you an invoice and pay it with a card you never used on PP before or have a friend pay it for you. Always a way around this stuff.

Thanks that sounds rather simple, could i just type up an email and print it?

The exact same thing happened to my PayPal. I did nothing, they told me it was then permanently limited. I sent them abusive messages. Then a couple of days later they told me my account had been fully restored. I think that they are just reviewing it. Give it a couple of days.

You should use a real invoice, maybe from your parents. Photoshop it so it contains the data you have on your paypal account (name, address). If you have an invoice you received by email it might be easier to change the details with "pdf to word" software. Then print it out, spit on it and fax it to paypal.

OP I learned a lot at 14 - but I learned a whole lot more when I was only 15 on the streets with no parents - no home - no money...

Then I had a black and white choice run with all the scallywags and crooks or work hard doing anything and everything and get educated with the money I made... I chose the hard graft route!

You are just 14 trying to act like a big shot - I hope no one helps you forging any documents...

A loss at 14 is no big deal - But being a forger/crook at 14 is the start of a long road that may well eventually ruin your whole life...

I just scanned my parents council tax bill, but shouldn't i change the details as it has my parents names and not mine or will that not matter?

It's only asking you to confirm location you can do that without uploading anything?

And paypal is alternatively recommending that you could upload a photo ID or/and proof of address.

Someone who is well known for their services can help you here:

Don't worry it's just a routine thing, everyone has to do this if you haven't already done so and paypal picks a funny time to do it as well.

Don't you think you're being a bit harsh? I'm just trying to get back my honest money from paypal not be a life long crook.

You're a really smart kid,NOT!Why would you use your own name?I mean that doesn't make any sense to me,as you should have thinked of this...

Go to a Phone company and make a contract and when yo get the firs bill scan it and send them, done.

I never planned about getting limited, i thought this was only if you were doing illegal/suspicious activity. i now know this is incorrect
