Please do not spread total mis-information. There have been 3 updates this week alone and there is another one coming today.

There is absolutely no known bugs with NHSEO and there haven't been any relating to posting or searching for at least half a year (probably much longer than this). There have been platforms and features added and it is still very able to make hundreds of backlinks daily with very minimal setup and even without proxies.

NHSEO is just as effective today (actually far more effective) than it ever has been and is still getting better so please do not post such things in future as it is not even close to being correct.

It does work on tier 3/4 links, so as he mentioned it is good for link indexing purpose.
