Google not set comes mostly from visitors logged into a Google account. Instead of Google passing the search phrase used to find the site they send a blank query string. Well it's not exactly blank but blank to viewers of GA.
Log into a Google account and do some searches. Copy and paste some of the links in notepad and you'll see the query string of the link looks like this:
q=&esrc=s
to most Analytic programs that's a blank query or not set query
