Im from australia, i am using hotspot shield as my proxy... when i create my adwords account it wont let me select manual payment, so i cant put in the promo code.

Really? I am using the money from Voucher without any spendings there.. I got 100$ and now 40$ still remaining.

Go to billing -> More actions -> Apply a promotion code. That's all

now almost all adwords vouchers need to use $25 real money then can use voucher.
