Just ordered a rapstar package (ID: XXXX20583X). I will post a review once the site has had the first month's round of backlinks. The site is an authority site that once was higher ranking, but have been neglected for a while. All the keywords are on different URLs on the same domain. Starting positions are:

KW1 (Exact 33100) = Not in 500
KW2 (Exact 18100) = Not in 500
KW3 (Exact 8100) = Not in 500
KW4 (Exact 2900) = 21
KW5 (Exact 1000) = 52
KW6 (Exact 73, very high CPC) = 41

It looks a good service. I would like to subscribe for package 2. But I have some questions :

1. For 35 KWs we can use up to 35 different urls or websites. Does that mean that you do all the stuff (which you described in the offer letter) to every url separately or just divide the total number of blogs, profiles, wikis etc between the urls. I am a bit confused so I need to clarify this.

2. Secondly, if I subscribe for monthly package, will you redo the same thing every month? (I mean profiles from the same forums, same wiki sites, same twitter accounts etc). Please clarify and I am in. And don't withdraw the discounts until I am in!! lol

1 - We spread/divide the package over the urls randomly.
2 - It'll be more or less the same; but the trick here is you can change your strategy monthly on a monthly basis.

New sites obviously can. As a company having served over 1000+ clients combined, and seeing their rank data on our keyword tracker every single day, I'm can be very confident in saying you can, and the "baby/slothy" starter SEO packages are a myth according to me, for new sites provided that the site is indexed. If you are still hesitant, you can simply diversify the keywords (targeting money keywords with LSIs, generics etc) - that'd leave you no risk!
