Some beginners questions about (buying) backlinks

Hey,

I would like to know some things about (buying) backlinks.

• If there are backlink (hardlink) offers and one has an Alexa rank <100k/PR1 and another Alexa rank >1Mio but PR4. Which one would you prefer? Same conditions for each link of course.

• Is there a rule of thumb how much you pay per hardlink regarding Alexa rank or PR?

• Another thing that makes me confused is that some sites with PR3 or even better have just few or no backlinks to their sites. How is that possible?

• If I exchange hardlinks with others: Has it bad effects to my page if I link to them on each of my pages (100k+) or does it not matter if I link to them just on one page or on all?

- I would pick the one with <100k alexa ranking and PR1, of course as long as the traffic/ranking is not gamed. To better learn about the value of a backlink check Domain Authority, Page Authority (SEOmoz/Opensiteexplorer metrics), Trust Flow and Citation Flow (MajesticSEO metrics).

- I don't have standard prices but I usually get high quality backlinks for reasonable prices.

- It's either a domain with some legit high PR backlinks or a domain with some fake PR tactics.

- I don't do link exchange as part of SEO campaign since 2007, I don't recommend it either.

I guess it isn't useful to make deals with such websites?

- I don't do link exchange as part of SEO campaign since 2007, I don't recommend it either.

I see lots of webmasters trading with (reciprocal) hardlinks, are they all wrong? Isn't it recommended for new websites? I did eight link exchanges for my page and my alexa rank went from 1,3Mio to 700k within 1 month and traffic also increased.
