After 3 years @ BHW this is your 2nd post and your questions falls into "what is SEO" category?

In the top left of this page, or any other page on BHW, you will find a search box.
Write in the white space "seo tutorial" and read all the threads and docs shared in the threads.
After that write "learn on page SEO" and read all the threads and docs shared in the threads.
After that write "learn off-page SEO", "off page SEO methods", "off page SEO tehniques" and read all the threads and docs shared in the threads.
After that buy some domains on any niche you'd like, and test rank them.
After you've achieved great results you've learned SEO, for a while tho... because, you see, the SEO process is in continuous shift and is strongly correlated with the algorithm updates that Google periodically releases.
Now go do that, learn and ask ONLY punctual questions, not "how learn SEO", "what is shoe", "how walk straight", "how drink water" and so on...
If you're a lazy person, SEO is not for you mate. I hate discouraging people but, more than that I hate watching people waste time half-learning a trade or a skill that will not help them do anything.

Thumbs up. Another good section/search item would be case studies. Don't overdo reading, don't overdo SEO without knowing either. Start slowly; like UrsuAke said SEO is an ever evolving knowledge. You gotta keep up and that's perhaps the hardest, tho when you know the art, you'll reap the fruits in abundance and keeping up won't seem hard as it sounds!

The way you asked is wrong. Different people will have different opinions. It's up to you whom you should listen to.
Matt Cutts: White Hat natural links from press, social shares, tweets, engagement, bounce rates etc.
Link Builders: Directory submission, social bookmarking, article directories, Angela and Paul links, forum profiles, blog comments etc.
Blackhat SEO'r: Diversity, Link Velocity, anchor distribution, Automated shit that produces Readable spun content. Some will even provide you their skype to sell their services.

Matt Cutts is the only advice you should listen to my friend.. trust me on this one! His most important lesson is so incredibly powerful that I've ranked every keyword I've gone after. This lesson you must NOT FORGET, the lesson is: never build even 1 backlink. Google frowns on such activity because you're trying to cheat the system. Google has analytics built into sites all across the interwebs, if you cheat and try building just 1 backlink Google will find you and throw you in the sandbox for being a dirty cheater.
Don't trust anyone who says words like blackhat and "create a backlink" they're all just hucksters and swindlers trying to take your hard earned money.

Just think of SEO as getting Votes.
How do you determine whether something, someone or whatever is the BEST?
You do that by looking at Votes.
In the real world, quantity wins. In google world, they have rating to determine the weight of your vote.
Getting a vote from a person who has already many votes is stronger than one who has few votes.
And a contextual vote holds the higher weight among all.
