Why do people buy shoutouts? Does it gain followers and if so should I buy some in order to build up my list to eventually monetize or is there a better way?

Always check how does your offer appears on a smart phone.
There are mobile optimized offers and non-optimized, so it might be a reason why it doesn't convert.
You should check Mobile CPA Networks like Mobpartner. They have many good looking offers for that.

yea check out mobile friendly offers or cpa offers, also very important is your website mobile friendly? can it be accessed or navigated easily with mobile device. cos if your website is not mobile friendly you will be loosing lot of customers cos your site will be broken on smartphone. you can pm for me details if you dont understand what i mean.
