CPA network for a filehoster with german traffic

I am looking for a CPA network that allows a file hosting website. The file is protected by contentlockerPro. This website gets german traffic, so I really need german cpa offers.

Well, just contact few of the CPAs you liked and ask them if they are OK with content locking..
