DSL IPs - Where can I get a hold of them?

I need to get hold of someone who can get DSL IPs in the US, from cities like NYC, LA,SD,SF etc....
And so that I can get the login to the router and change it...

as far as i no luka no1 has a sales thread on bhw for rdsl
you will though often get random users trying to sell them
here who get quickly removed due to no sales thread / bst
or sellers donor rank . best you might get is referal to a site
that sells them

this guy has a pool of shared dsls like 32 or so.

you can use other's dsl but need to donate own dsl, he says its free.
