Exactly what is a VPN?

I know nothing about proxies or what a VPN is but I hear that I need these to post on CL these days. What is a VPN, how do you work it, and what does a VPN cost? Thanks ahead of time.

each one using internet connection have unique number called IP address show his/her location and other details , to change
it to another we use proxies/VPN ....... google more if want details , here's 2 services for VPN but i don't know
if CL detect them or not :

That's a very generic statement. HMA works just fine and as intended to work as a VPN. It may not work for some blackhat applications due to the heavy saturation of their IP's but overall HMA does "work".
