Most people hate popups.
Look into a slideout instead.
Look at this one for an example, it is all kept on page, and will do that you have in mind, without the popups:

Its designed for a side offer, but it can easily be changed to be a lead form to capture name, email and other info you client wants.

A client recieve a good amount of organic traffic. I tell him to test to capture some of his traffic, but he is afraid he will lose his rankings and screw it all. Would a popup optin hurt his seo that much? If yes, would it go back to 'normal' after he remove it?
