Thinking about getting into media buys

Hi guys ,
some threads here made me think about getting into media buys , but first of all i want to ask some questions about those . I want to promote mobile cpa offers ( mobile games , apps , medias) , those are paying well (about 25$ ) . I am thinking maybe buying some adspaces using sitescout on some mobile news related french websites since my offers are all french.
So i want to know you opinion , do you think buying cpm traffic would convert better than ppc traffic ? because i know for fact that i can get some ppc ads on french tech websites for about 0.05 euro per click .
what would you recommend me to do guys , cpm or ppc ?
btw the offers i'm talking about are converting for me on content locker on one of my websites and have about 2% converssion rate.
