If your thinking of creating an app that will go completely worldwide, or the next big thing then yeah definitely. Think Instagram and other huge sites that came from nowhere. If your thinking with CPA and promoting click bank or affiliate offers, not gonna happen.

Latest statistics put the number of global internet users at approximately 2.4 billion. Let's say theoretically you could get every single internet user in the planet to go to your website. Even if your conversion rates were decent enough for you to be getting a $0.4 EPC (bear in mind, over a billion of those users are from Asian markets, good luck monetizing that!), and even if your total overhead costs were...$0.00...you'd still only just reach $1billion USD.
Oh, and that's excluding the massive amount of taxes you'd be paying on that amount too.
So no, sorry, it's not possible to become a billionaire by IM only, anyone that disagrees with me, feel free to show me some maths that says otherwise. A millionaire, definitely, I know several. A multi-millionaire, sure. But a billionaire? No chance.
EDIT: This is discounting things like 'Facebook', 'Twitter', 'Instagram' etc - this is not internet marketing. This is product development. Internet marketing is to product development as formula 1 racing is to car mechanics.

You are completely forgetting the hundreds of millions of dollars you would need to do the promotion.
To answer your question OP:
In order to become a billionaire in one year, you would have to make 2.74 million in PROFIT a day, and not spend any of it.
In two years, 1.36 million in profit a day.
In 10 years, you would need to consistently be making 274000 in PROFIT a day.
Realistically speaking, it would be hard to reach these numbers with IM.
Starting a technical company is a bit different than IM. Most people on this site are not creating "Instagrams."

Facebook, Twitter, Instagram are internet marketing. Writing blogs and making tiered backlinks is not. $0.04 EPC is not internet marketing.
As is clearly evident, you can become a billionaire from IM...But, like you said, you need to be able to connect how simply maintaining your car has a connection the top auto-racing.
Doing only IM to get you to multiple $Millions? What is "only IM?" Get rich quick schemes? Spam? Thinking small gets you nowhere, even you see that, regardless of your disagreement with OP.

Google was effectively started from a PhD research project on a Computer Science degree, Zuckerberg wrote the majority of original Facebook code himself, both of Instagram's original founders were software engineers.
You do not become ridiculously rich as an 'internet marketer' you become ridiculously rich as a developer.

I don't think so...depends on how you define IM but this usual stuff found on BHW, even scaled up through the roof probably won't make you billions. You can make that kind of money from the internet but you would have to really invent something new, like facebook, google, that kind of thing.

Well, Google's core business model revolves around selling ads. They facilitate internet marketing, and I think saying "from IM" is accurate. The method they use to do it is irrelevant. Most internet marketers make good money from programming as well, programming their own scripts or scripting using other people's programs. Very few do it manually, but even those -- you could say they didn't make money from "IM", they made money from "authorship" using the same argument, its all semantics.

It is not possible and you aren't even ready to become a millionaire as you
believe in the existence of such thing as IM. There is sales. There is marketing.
Internet is only one of the channels. If you keep your limiting thinking you'll
probably just become a $10 per day "success" story.
