Is there any way to teach scrapebox to harvest contact us forms so i can send them email about Guest Posting?

yes either use custom bot , or use learning mode plugin for scrapebox .

Lets say i do this, then with fully automatic way i can fill the contact form pages (name, mail, website,Comment) i have harvested and submit to all?

yes but you need first to filter the contact pages before submitting , add on like SB page scanner will help .
