What is the difference between a tier 1 and tier 10 link?

Can someone give me a quick explanation of what differentiates a tier 1 from a tier 10?

Tier 2 - a site that links to "your site"
Tier 3 - a site that links to tier "2"
Tier 4 - a site that links to tier "3"

I've always seen it as

I have seen this before but your site is also a platform therefore it should be classed as a tier, the last tier is the foundation, the top tier the pinnacle, a pyramid is an architectural structure for your site to be part of the structure it needs to be included within the structure surly?

Money site - 1st Tier - 2nd Tier - 3rd Tier - nth Tier

Usually the money site isn't included in the tier structure. You can either think of it as a pyramid with no capstone, or where the pinnacle is the very top of the pyramid and not part of the pyramid itself.
