Look at all the neat info that they gather though.

If one were inclined to see it from the point of view that these people could have a nice pre made list of sites in various niches all ready to be chopped and mashed for their own site with keywords handed to them on a silver platter, plus having the email address of the person to sell as a targetted email for that niches products.

As a CYA move the not charging till it works is great, since if(when) it fails they aren't commiting fraud.
