pay per call business

I am wanting to set up a "pay-per-call" system using a Caribbean area code/phone number. I want to be able to charge customers a fee per minute. In the US they use 900 numbers but they have sooo many guidelines and restrictions. That is why I would like a Caribbean number (ex: 809).


I am willing to pay good money for someone who can get me/or even just send me to a website that will allow me to purchase a number which will allow for pay per call billing.
