i guess there talking about 5 to 6$ per month as a fee...

try the dripfeeding method. a regular amount regularly
For new sites i buy 1-2 links for 1 keyword in a week with main anchor and 2-3 links with generic and domain acnhor's (this links are cheaper than with main anchor). At the same time I'm promoting 10-20 keywords on site (3-5 keywords on one page). First result's i see in 2 weeks, most KW i see in top 10 after 1-2 month. I have promoted many sites with this strategy and they still didn't got a ban and I hope they wouldn't 
For more trusted site's, I increase links to 3-5 in a week with main anchor (sometimes more, if i need fast results) + 3-7 with generic, ets anchor.

No, you can also filter only websites in English. No problem. But there's a smaller amount of such sites and their prices are higher.
You can also choose what TLDs you want. No problem.

By filtering low authority sites with more OBLs, placed within the footer or hidden. Also, they most often don't check for bad neighborhoods on the pages they buy the links. Thus they decrease the price of the bought links as these backlinks are much cheaper, but they can't help your site because of their low quality.
If I decide not to follow all my criteria when purchasing English links for my clients I can buy 100 links for $30-40/ month. So beware of such SAPE providers.

Moreover to the link profile of the site, but the competition also matters, yes. It's not a good idea to start fighting your SEO opponents with tons of links if the niche is weak and the leader has, say, 50-100 backlinks. The effect will be quite the opposite.
