We have always used a timer and only required 1 offer to be completed. Some people will complete 2 or 3 more while waiting, though

Absolutely! You can use any network or - if you want - no network at all (to revert traffic to offers of your own). With most networks CLP also supports postback (meaning that the locker only disappears when an offer is actually completed), but for the few that postback isn't supported you can still set the locker up on timer.

I hope some of our existing users will hop in with their thoughts, but my personal experience has been that CLP doesn't affect rankings in any way, exactly for the reason that you mentioned yourself - search engines don't actively crawl/detect JavaScript and even if they did, they would have absolutely no way of telling whether the JavaScript block is a content locker or say a mailing list signup popup (that a lot of whitehat sites have).
