Title tag and H1 tag

Is it a relevant SEO practice to make the phrase contained in the metatag title exactly the same as the phrase between H1 tags on the page? Does this help to rank better?

It helps, but don't use the h1 tag obsessively or bots will look at your page a see it as spam

Try and include your keyword and related terms but don't just have-

<title>Cheap Car Insurance</title>
<h1>Cheap Car Insurance</h1>

Have something like-

<title>Compare Cheap Car Insurance Online</title>
<h1>How To Get Cheaper Car Insurance</h1>

Just have your main keyword somewhere in there and make it look natural. In my opinion, your title should have the keyword exactly how it is, and the H1 can be some sort of LSI.

For example, if your main KW is "cheap blue widgets", have it like that in your title, but your H1 should be something like "Blue widgets for cheap". This way it's less likely for it to be considered as spam/over-optimization.

As adam mentions, use variants of the keyword. The ideal model is to have your header give a clue as to what the text underneath is about. Also, if you are including more than one target keyword variant in your title, make sure to place them in order of importance to you. For instance keyword you want to rank for the most goes first and so on.
