I'm pretty sure that spam is against the rules everywhere, regardless of where the host is located. That is, assuming you're trying to spam from that host.

If you're spamming and then sending people to your site, you can find a few questionable offshore hosts. But still don't expect your site to remain online indefinitely.

Direct spam isn't allowed anywhere, I know some hosts which can host spamhaus but it is only about changing IP addresses.
And if you are spamming emails with your website link then there's no problem finding a good host.

Spamming directly isn't useful, even if you will find a good provider which allows that, IPs will be blacklisted and your spam ends up in the "spam" folder lol.
