Illegal or just Unethical ?

Im new to IM and this question just pop to my mind :

It is illegal to promote fake content Ex : Keygens, Generators, Beta Keys with Cost-Per-Action (CPA) Incentive / Non-Incentive Offers.

Example :

Creating A Landing Website promoting a Fake generator (saying that it works), then putting a content lock of a CPA Network with a offer before the download. When the user finally download it, it just don't work. No Virus or Malware just don't generate real codes.

It is considered illegal or just bad online karma :

When using cpa/ppd no one is paying for the files, but the crap that a certain offer offers them and no-one will sue you for $5-20, even if so - no court will convict you. Additionaly, most people who earn using such methods do not live in USA, therefore cost of any legal proccess would be huge and unprofitable.

And also to add most fake sought after free softwares are usually hacks/bots to abuse another service. Not so sure you'd go to want to go to court on terms of receiving a fake virtual currency generator.
