Cashed based Incentive for CPA offer

OK, I have legit leads for a niche. If I purchase them, then complete a CPA offer for that niche, will this work and will I get paid? They are not all great leads but maybe 25% or more are. I would prob. have about 7 per day.

Correction, I do not have leads right now but can for very cheap as CPA offer would pay more than I am paying for leads.

If I have legit leads, can I then go to a public computer and enter the lead information in to the offer, and get paid. They will be legit leads so the advertiser will not be hurt in anyway. My only concern was since the customer is not entering info in on their own computer but like I said when the lead is called, they will be a live lead just as though they entered the info in themselves.

No, they wouldn't be "legit", they would be fraudulent leads and you will not get paid.

I definitely wouldn't recommend this. They see the same ip on the same offer and you'll be banned very quickly without pay.
