Have heard that you can get as low as 1000/views for $0.01 with PPV networks. Where can I find such networks that don't require much of upfront cost and where I can target certain keywords/domains/niches? Please advise, thank you!

thats incorect, I think you got the info wrong.

normally you can get away with 0.015 to 0.02 per targed impresion, or banner add display.

see the price, i guess the traffic is not good. almost no conversion. maybe they are from autosurf program.
